Credibility Interviews 真實度面試
Continuing measures to ensure the UK remains “open for business” to all genuine international students have been announced by the UKBA. The new “Credibility Interview” option available from 30th July 2012 will allow Entry Clearance Officers (ECO’s) to request an interview with students in order to ascertain that the student’s intentions to study in the UK are genuine. This new “Credibility Interview” option will only be used if an ECO has concerns over a student’s intentions to study or any of the supporting documentation and information submitted with the visa application.
英國邊境管理局宣布了持續(xù)性的措施來確保英國保持對所有持真實留學意圖的國際學生的“開放性”。新推出的“真實度面試”選項將于2012年7月30日起生效，它將準許簽證官約見需要面試的學生以確保這名學生英國學習的意向是真實的。此項“真實度面試”僅適用于簽證官質(zhì)疑學生留學意向及任何與其簽證申請一同遞交的輔助文件和信息的情況。

· This is NOT applicable to students already in the UK and who make a subsequent Tier 4 application in the UK.
此計劃不適用于已經(jīng)在英國且隨后會在英國申請第四等級簽證的申請人。
· This new rule will NOT result in ALL students being interviewed: “…The Agency plans to interview between 10,000 and 14,000 student visa applicants, amounting to up to 5% of applicants, over the coming year…”
新的規(guī)定不會導致所有學生都被面試：“下一年，管理局計劃面試總計5%的學生簽證申請人，暨1萬至1萬4千名左右。”
· This new rule allows Entry Clearance Officers (ECO’s) to request an interview if they have additional concerns and will give the student a chance to answer any questions the ECO may have regarding their visa application.
若簽證官對申請人或其簽證申請材料有質(zhì)疑，此項新規(guī)定則提供了學生與簽證官面談解釋的機會。
· This will NOT affect any nationalities already considered by the UKBA as “low risk” and who are already subject to concessions in terms of documents to be submitted etc.
“Low Risk” nationalities:
這個規(guī)定將不會影響到那些持有已被英國邊境管理局視為“低風險”國籍的申請人和那些已經(jīng)在遞交文件方面獲得特權的申請人等。以下為“低風險”的國籍名單：

Students of all other nationalities (applying from outside the UK) can potentially now be called for an additional interview by the ECO.
持有非以上國籍的學生若于英國境外申請，現(xiàn)在可能會被簽證官要求進行面試。
What happens if your student is called for an interview? 如果你的學生被要求面試會發(fā)生什么?
· It is essential that if a student is called for interview, they are able to satisfy the ECO in the following areas (this is not a complete list and is only intended as a guide. The student can be questioned regarding any aspect of their background or study plans depending on the grounds their credibility has been called into question)
如果一個學生被要求面試，他們須為符合簽證官的以下要求做好準備（這里提供的只是一個參考而并非一份完整的清單。學生可能會被問及關于他們的背景或?qū)W習計劃之類的任何方面的問題，這取決于他們是因何而遭到質(zhì)疑。
v Ability to speak English (regardless of IELTS score) 語言能力（雅思成績不計）
Any student unable to communicate in basic English will be refused immediately.
無法進行基本英語溝通的學生將被立即拒簽。
v Knowledge of intended course of study 留學課程的知識背景
How much does a student know about their intended course of study? What qualification does it ultimately lead to? What research into other available options has the student undertaken?
學生對他即將要學習的課程了解多少？該課程結束后將獲得何等學歷？學生有沒有進行其他可選課程的調(diào)查？
v Academic background 學術背景
If there are any study gaps – why? Why is the student returning to education now?
若有學業(yè)空擋期 – 為什么？學生為什么現(xiàn)在要再接受教育？
v Plans to return home after studies 學業(yè)結束后的回國計劃
What connections does the student have in their home country? – and more importantly – what connections does the student have already in the UK?
學生與原籍國有何聯(lián)系？- 更重要的是 – 學生在英國已經(jīng)有了何種聯(lián)系？
v Finances 資金
The UKBA can dig deeper into financial backgrounds and so may question where money has come from based on current wages, family background etc.

· The majority of interviews will be conducted face-to-face but it is possible for an ECO to arrange for a telephone interview as an alternative.
大部分的面試將以面對面的形式進行，但有時簽證官亦可能進行電話面試。
· If a student is requested to attend an interview, this is mandatory and if a student “…fails to attend an interview without providing a reasonable explanation….” this will result in an automatic refusal.
如果學生被要求出席面試，這是強制性的，而且如果一個學生“在沒有提供合理解釋的情況下沒有出席面試”將導致自動拒簽。
· Students can still be refused based on the current Tier 4 Points Based System requirements (i.e. 30 points for a valid CAS and 10 points for correct maintenance) but the new credibility interview allows refusals to be issued if a student has achieved the general requirements and scored the 40 points required but has not satisfied the ECO after the interview that they are a genuine student
在目前第4層級系統(tǒng)下（暨有效CAS可獲30分及資金擔保無誤可獲10分），即使學生已符合一般性要求且具備40分，則仍有可能在被要求面試后不符合簽證官的標準而被拒簽。
